It SOUNDS like a good idea... and in practice, it COULD work...
But one great problem stands in the way, which is dedication and reliability. I've been in too many federations that have fallen apart due to miscommunication among owners. GWE is a prime example.
It's a proven fact that the more people you get involved in the creation of one project, the higher the risk of one person disappearing at the most inappropriate time will occur. What I mean is, you distribute, say, two matches each to a total of five writers. Three days later, there are six matches finished for a card. Two more days, two more matches. A week goes by... and still, that ONE GUY who you gave two irreplacable matches to.
I really don't like discussing these things while the owner is away, but if a fed manager decides to go by a certain flow, then he should stick to it. I think Andrew's doing a good job with NWL right now, and I've no problem with the time the cards are coming out. I have seen worse... believe me. Before it officially closed, we sometimes waited months for a card in GWE.
